Change the following lines in the plugin to make it work:
In build_xml_array(), change "bit.ly+key"=>"shortUrl" to "bit.ly+key"=>"url"

in build_services_array() change the "bit.ly+key" array definition to:
"bit.ly+key"=>"http://api.bit.ly/v3/shorten?login={login}&apiKey={key}&format=xml&longUrl="
